Hasselt Conference Introductory meeting
1. Presentations
Eric Sellis introduction : ‘Architectenhuys Limburg’ brings together all architecture-related associations of the Limburg region. Partly through them ASF is invited to participate in their facilities during this international conference.
· ASF-España Jordi BALARI and Lucia FEU ‘1992-2003- Eleven Years of cooperation projects’. More than 200 projects so far. 50% of projects are educational. More than 1,300 members out of which 100 are active members. Members bring in 14% of financial sources. Contributors are ‘Collegi des Arquitectes’-main private source- and public funds -implies dependency on government. Current government does not help ! Education 13% Health 13% Micro credits... Spending : Campaigning 1.04% Management 14.76% à Can this be reduced ? Projects 84.20% 300,000 Spanish people have no dwelling despite the ‘Spanish Constitution’ reads : “all Spanish citizens are entitled to dignified housing”. 3 in every 20 houses are not inhabited. Tax increase 9% price 63% from 1998-2002.

· Architettura SF-Italia Antonello IUORIO and Silvestro SOCCIARELLI Founded in Rome November 2002.. There are two groups : Milano and Rome. There are 40 members 10 of which are active. No funds source. Projects are being structured. Aim at setting a regional structure to spread out all over Italy.
· ASF- Portugal 2 years Old. Emerged from ASF-Galicia + Jordi Balari’s support. “We can reach 200 million Portuguese speaking people” “We only act when people call for help.” 10,000 student architects Three Braga, Porto and Lisboa. 12 people working directly. 15 cooperators. ASF-Portugal has not got fully employed staff. External interest -non-architects- is increasing. Portuguese College of Architects was opposed, then cooperated but not lent any money. Funds : it is a big issue. Depend on members fees. Government funds are more and more difficult to grasp. Help callers from Mozambique, Palestine,... Active members segregation is a functioning problem. Sensibilisation to architects and non architects. Important to set an International network This should be the first of a series of meetings. 1/3 of us are teachers or related to university simultaneously. Young professionals are very important for the future.

· ASF-France 1995-Disappeared. ASF-Nord-Sud. 1999 stopped. “We are starting from scratch since September 2001. Official beginning January 2002 in Strasbourg. 40 members. Mainly run by students supervised by professionals.
Projects Bus... Projet au Mali avec le Rottary club de Strasbourg. Oftamological hospital in Niamé. India, site working conditions for children. No security measures, hygienic hazards. It is about creating a structure for hosting children.
Seminars on development. We perceive bamboo as a material for the future.

All cultures are born from mixing, encounters and shocks. Conversely, civilisations die from isolation. Octavio Paz Started in 1997 after the collapse of ASF-France. 5 permanent full-time employed members. “The idea is to be a lasting organisation” 40 paying members. We do not look for the extension. We use North-South instead of Developed-Developing. We try to set a network of North-South academics. Hypothesis is that knowe-how exists in the South, they just don’t have to means to apply it. We try to help them. We try not to substitute local experts. We invest on future professionals to be architects in their own country. The board of architects in France is a very corporate and self-centred institution that does not care about development. In the last 4 years we did projects on the following places : France Morocco Senegal Albania Turkey Afghanistan Mali India Salvador : post earthquake Cuba : exchange programme ...

· Architects Without Frontiers-Australia Functional for a year. Long term urban design, especiphically in Mostar. I lived in Beiruth for a few years. In Australia there is no relationship between Architecture and philanthropy. We have lots of disasters. We work in an sceptic environment to architecture. We are completely voluntary. We do not have funding nor an office. Project : in Mostar River intervention
· ASF-Perú
Founded in 1999 -it stopped for 2 years- Currently there are 8 registered members out of which 4 are active. We do not receive any donations. Each member brings in modest sums of capital.
Our work until now we have mainly work with ASF-Madrid.
First project : technical support for the construction of a water deposit. ASF-Perú organised the first construction workshop for women with whom we worked. Other project : Community centre Crippled people access project with the “Defensor del pueblo” Most implementation process costs of projects have been covered by ASF-Es funds. We work with a habitat organisations which provides governmental advise.
Our intention is to develop a more flexible structure and ASF-statutes to allow other professional within the network particularly for the purpose of ensure long term sustainability in projects without depending on permanent ASF monitoring.
Human resources are a problem. It is difficult to recruit volunteers.
We aim at develop an international network and provide competent counselling to local NGO’s hoping to eventually find permanent funding sources.
ASF-ES asks, WHAT DOES ASF-PERÚ WOULD IDEALLY GET IN TERMS OF SUPPORT FROM THE EUROPEAN ASF NETWORKS ? We believe, ASF-Perú could function as the permanent nexus between foreign NGO’s and local Peruvian networks. There are possible projects everywhere. There is a lot informal regenerative strive amongst inhabitants. Little contributions, such as management courses, technical advice, etc... can result be very useful for us. We can ensure a certain degree of continuity by being local and understanding the site. ASF-Perú is overwhelmed by work.
ASF-Perú should not depend on whether ASF-Madrid has or has not projects in Perú.
ASF-Italia underlines the importance for the ASF-International network to help sustaining small vulnerable ASF groups. QUESTION TO BE FOLLOWED UP.
A&D points out that there are European programmes that require European partnerships. We -Europeans- need local reliable structures. Has ASF-Perú benefited or is aware of these projects ?
ASF-Perú : we have not benefited yet of European funded project. Mainly ASF-Madrid related projects. We are limited and small.
Contacts with other ASF-groups happens through the ASFORMA initiative.

The ‘Carta de Barcelona’ has been re-edited with three more texts presented by A&D, ASF-It, ASF-Cam.

Chartre de Hasselt,
The International Committee of ASF-International is a non-profit independent network of cooperation and development associations/organisations concerned with the social, cultural and environmental commitment of architecture construction, urbanism, conservation and environmental design. Members pledge to respect the following statements of the international network :
1. to provide support or remedial work on behalf of vulnerable and disadvantaged communities, respecting the principle of non discrimination.
2. To promote an architectural culture based on appropriateness : I.e. ; ethical attitudes, technologies and respect for environmental and local identity values.
3. To develop knowledge exchange, joint projects and processes underlining the educational potential ‘in raising awareness on social issues.
4. To promote the facilitation of North to South and South to South dialogue and partnerships.
5. To recognise the benefits of multicultural and interdisciplinary approaches in the facilitation of support.
6. To underline the inherent long-term prospects of emergency relief to development growth.
7. To share public debate, knowledge and practices exchange and research on the basis of the aims of ASF/AWF.

UIA : ‘Union Internationale des Architectes’. Groups all professional architectural organisations in the world. Specialised in organising ‘competitions’. Workgroups are based on voluntary work. They meet in “congrés” conferences. WE HAVE TO USE THESE NETWORKS.
There are two ‘pièges’ :
Democratic problem due to political bias.
Size : it is so large that its inertia makes it rigid and burocratic.
Nevertheless, Ludovic suggest that participation is important.
